TAMMY AKSAMIT | BOARD

Tammy moved to Ranchester when she was 10 and is a graduate of Tongue River High School. She and her husband returned to the valley after attending college at Montana State University where she received her degree in nursing. She has a masters degree in nursing education from the University of Wyoming and is currently working at Sheridan College as nursing instructor. She also works prn as a staff nurse at Sheridan Memorial Hospital. She has been involved with the community center since it was founded by taking classes and involving her kids in all the activities that they have had to offer over the

JIM NAVARRO | BOARD

Jim is a retired Sheriff’s Captain from Riverside County California. Prior to his 30 years there, he was in the U.S. Army as a Military Policeman and later served in the U.S. Air Force Reserves as a Security Policeman and a Special Agent. He continues his public service by volunteering at TRVCC, performing handyman services to local seniors and homebound residents with the Senior Companion Program, and providing handyman and special event assistance to the Dayton School Benefit Club. He is married to his wife Angie of 31 years, and they have four adult children and seven grandchildren.

BARBARA KEPLEY | BOARD

Barbara Brackeen-Kepley served in the US Army for 21 years, retiring in 2014. Since then, she has been serving as the Clerk-Treasurer for the Town of Ranchester, showcasing her dedication to public service. She has a BS in Business Administration and is a Certified Municipal Clerk.

Additionally, she is a Tongue River Roundup 4H leader, a member of the Sheridan County 4H Council, and serves as their Treasurer, highlighting her commitment to supporting the youth in her community. She also serves as a deaconess at the Dayton Community Church. Barbara is married to Justin Kepley, and they have one daughter, Morgan, a TRHS grad attending the University of Wyoming.

KAYLA MCGANTY | BOARD

Kayla McGanty is the Chief Financial Officer of Padlock Ranch. She moved to the area three years ago with her husband Mathew their daughter Addie. Kayla has extensive experience in the financial accounting arena. She has her CPA license in the State of Wyoming. She also has her Accounting degree as well as her MBA from the University of Oregon. As a working mom with a young child the Community Center has been extremely helpful in providing support and extracurricular activities for her family. Outside of work, Kayla and her family are animal lovers, enjoy the outdoors and exploring Wyoming.

MIKE MCMEANS | BOARD

Mike is a retired CFO of a private oil and gas company. He has a wealth of board experience as he has served on the Punsatawney Hospital Board and the DuBois YMCA Board for a total of 21 years. Mike enjoys being outdoors and staying active. Mike and his wife Vicky have two kids and four grandsons. They enjoy workout classes and a game of pickleball at TRVCC.

MEG MAZE | BOARD

Meg is a retired teacher. After graduating from MSU Bozeman, Meg and her husband moved to the TR Valley as newlyweds in 1986. She taught and coordinated SCSD1 programs for our valley children from 1989 – 2021. In 2003, she earned a Masters in education at UCONN. In 2021, she retired as the TRE Science Lab teacher. She feels blessed to live in Tongue River Valley! Meg and her husband raised their children, Chris and Sarah, here. Family, wellness, health of our community, faith, nature, and finding wonder in our world bring her joy.

LOREN RUTTINGER | BOARD

Loren was born and raised in Kansas until he was 12, then moved to Laramie and Sheridan, Wyoming.

He graduated from Sheridan High School and received his B.S in Civil Engineering from the University of Wyoming. He started working at WWC Engineering in 2012 and has been there since. Loren married his wife Bridgett in 2021 and was blessed to get three bonus boys at the same time: Augustus, Decker, and Greyden. Loren and Bridgett welcomed their fourth (!!) boy, Baer Ruttinger, in March 2023. Loren and Bridgett built their hillside house in Ranchester and love being part of the Tongue River community.

Loren enjoys hunting, shooting, camping, hiking, 4-wheeling, and restoring three 1930s Ford trucks.
